Meeting Minutes

Wednesday, April 8th, 2026

The regular meeting of the Mazeppa City Council was called to order at 6:01 PM by Mayor Chris Hagfors.

The Pledge of Allegiance was said.

Present: Mayor Chris Hagfors. Council Persons: Mike Hammes, Dustin Wiebush, Crystal Hughley, and Steve Liffrig.

Others Present: City Attorney Luke Lamprecht, City Engineer Matt Mohs from Bolton & Menk, Public Works Director Scott Elingson, Wabasha County Sheriff Deputy Jason Lorenson, Deputy Clerk-Erica Young, and City Administrator-Clerk Karl Nahrgang.

Present via electronic meeting: Holly Galbus from the News Record.

Motion by Hammes, second by Liffrig to approve the agenda. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Liffrig to approve the regular Council meeting minutes for March 11th, 2026. All in favor, none opposed. Carried.

Wabasha County Sheriff’s Deputy Jason Lorenson gave the ICR for the month of March. He informed council about an ATV grant through the State that the county received for special patrols.

Public Works Director Scott Elingson gave the Public Works report.

Administrator-Clerk Karl Nahrgang gave the Fire Department report.

Municipal Liquor Store Manager Todd Ihrke gave the Municipal Liquor Store report and announced two new hires, Sandy Skelly and Kim Flores. Ihrke also requested a temporary liquor license for April 11th, 2026, at the MCC.

Motion by Wiebusch, second by Hughley to approve new hires Sandy Skelly and Kim Flores for the Municipal Liquor Store. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Liffrig to grant a temporary liquor license for the MMLS on April 11th, 2026, at the MCC. All in favor, none opposed. Carried.

City Engineer Matt Mohs gave the Engineering update.

Motion by Wiebusch, second by Hughley to approve WWTP pay application 17 for $423,088.30 All in favor, none opposed. Carried.

Administrator-Clerk Karl Nahrgang gave the City Hall report.

Motion by Liffrig, second by Hammes to approve 2026 Fire contracts. All in favor, none opposed. Carried.

Motion by Hughley, second by Hammes to approve Resolution 2026-14 to approve transfer of reserves to city general fund. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Liffrig to approve Resolution 2026-15 accepting donations from the Mazeppa Lions Club. All in favor, none opposed. Carried.

Motion by Hammes, second by Liffrig to pay bills & claims. All in favor, none opposed. Carried.

Motion by Hughley, second by Wiebusch to schedule a working session on April 22nd, 2026, at 6pm to discuss Capital Improvement plans and the Consolidated Energy site project. All in favor, none opposed. Carried.

Council thanks Mazeppa Public Works Staff, Turbo’s, and the community for their efforts after the recent snowstorm.

Motion by Hughley, second by Wiebusch to adjourn the meeting. All in favor, none opposed. Carried.
