Zumbro Falls City Council Minutes - December 10, 2025

The Zumbro Falls City Council met at City Hall on Wednesday at 6PM. Present at the meeting were all council members, Fire Chief Scott Kennedy and Representatives for the Greater Lake City Community Foundation, Beth Krehbiel and Peter Coyle.

Mayor Heitmann called the meeting to order. Clerk read previous council meeting minutes which were accepted as read with a motion from Anderson, seconded Winters, all in favor, carried. Treasurer's report followed with acceptance by a motion from Winters, seconded Benson, all in favor carried.

Scott reported to council that the 2026 ZFFD Election results are as follows: Fire Chief - Chris Conrad, Asst. Chief - lke Klees, Treasurer - Caleb Tesmer, Secretary - Leon Sexton, President - Matt Fick, Vice President - Troy Nibbe, Training Officer - Adam Zich, Assist. Training - Tyler Kaupa, Fire Relief - Matt Fick and Alex Leonard. A motion by council to accept the 2026 new members was made by Anderson, seconded Winters, all in favor, carried. A special thank you to Scott Kennedy for serving our community on the Fire Department for the 26th year and as Chief the last 3 years.

Beth and Peter spoke on behalf of the Greater Lake City Community Foundation about their mission and the continued effort to connect philanthropic resources with communities in need. The council will be looking to explore opportunities to collaborate with the Foundation and appreciated Beth and Peter’s visit.

Clerk will send the second notice of 2026 Levy amount to Wabasha County and TIF payment will be sent to Darin Hofschulte in the amount of $40,707.23 which is 95% of TIF collected for the second half Levy. Cigarette and Gaming licenses applications for 2026 were distributed to city businesses.

A donation to the fire department in the amount of $300 was accepted by the council, thank you to Naomi Mangold for your generosity.

Additional Thanks to Sara Anderson who did a fantastic job this year with the holiday planters located around town. Thank you Sara!

Meeting was then to adjourn and the clerk to pay bills by a motion from Benson, seconded Anderson, all in favor; carried. Next meeting is set for Jan. 14th, 2026.
